How to Download a Website for Offline Use in Chrome

Save Chrome pages for offline reading on desktop or Android, understand MHTML and extension limits, and choose the right capture method.

To save one page for offline use in desktop Chrome, open it while online, choose More > Cast, save, and share > Save page as…, choose a folder, and select Save. Reopen the saved file from your computer when you are offline.

On Android, open the page while connected, tap More > Download, then open Chrome’s Downloads list to read it later. Google states that you must be online when saving a page.

Download a webpage for offline use on desktop Chrome

  1. Connect to the internet and open the page you need.
  2. Select More (the three-dot menu).
  3. Choose Cast, save, and share, then Save page as….
  4. Choose a destination folder and select Save.
  5. Disconnect from the internet and double-click the saved file to confirm that the copy opens.

Chrome may save an HTML file plus a companion folder containing page resources. Keep both together if you move or share the copy. To remove it, delete the saved file and its companion folder.

Saving is performed against the page currently loaded in your tab. It does not automatically crawl every link on the domain or create a complete mirror of a website.

Save a page for offline reading on Android Chrome

  1. Open the page while you are online.
  2. Tap More (three dots).
  3. Tap Download.
  4. Later, open Chrome’s Downloads list and tap the saved page.

From Downloads you can read, delete, or share the saved item. When you reconnect, Reload opens the live version instead of relying on the offline copy.

Reading list versus downloading a file

Option What it does Best for
Save page as… (desktop) Creates a local copy of the page and its saved resources. Opening a file without internet access.
Download (Android) Stores the page in Chrome’s Downloads list for offline reading. Reading saved pages on a phone or tablet.
Reading list Organizes pages for later reading. Keeping a list of pages to revisit; it is separate from the explicit downloaded-file workflow.

On desktop, open More > Bookmarks and lists > Reading list, then choose Add tab to reading list. Treat Reading list as organization, not as a guarantee that a full local archive has been downloaded.

Can Chrome download an entire website?

Chrome’s built-in Save page as… workflow saves the page you are viewing. It is not documented as a site crawler that follows every link and downloads an entire domain. For a multi-page archive, you need a crawler, an archival tool, or a controlled capture process that you operate within the site’s terms and your available storage.

Before choosing a broader tool, define the scope:

  • Which URLs are in scope?
  • Do you need HTML only, or images, CSS, JavaScript, fonts, and embedded documents?
  • Must links between saved pages continue to work?
  • Are login-protected, personalized, or paywalled pages allowed?
  • How will you handle robots rules, copyright, and private data?

Use MHTML for a single-file archive

Chrome’s chrome.pageCapture extension API can save a tab as MHTML, a single-file archive format. A minimal extension service worker can call the API after receiving a tab ID:

chrome.pageCapture.saveAsMHTML({ tabId }, (mhtmlBlob) => {
  // Convert the Blob to an object URL and trigger a download.
  const url = URL.createObjectURL(mhtmlBlob);
  chrome.downloads.download({ url, filename: "page.mhtml", saveAs: true });
});

The extension must request the appropriate permissions and handle the callback error path. Chrome documents that, for security reasons, an MHTML file can only be loaded from the file system and only in the main frame. Test the resulting file on the Chrome versions and operating systems where it will be used.

What works offline and what does not

Usually available offline May require the network
Saved text and basic markup Server-backed forms and search
Captured images and stylesheets Accounts, sessions, and authenticated APIs
Static layout Live feeds, comments, and dashboards
Resources successfully included in the archive Streaming media, external widgets, and scripts that call remote services

A saved copy is a snapshot, not a promise that every interaction will continue to work without a server. Dynamic content can be empty, stale, personalized, or dependent on a request that was not captured.

Complete-resource extensions

Some Chrome Web Store extensions advertise downloading HTML, images, CSS, JavaScript, and embedded documents for offline viewing. Those capabilities come from the individual listing, not from Chrome’s built-in save command. Before relying on one, review its current permissions, privacy policy, reviews, maintenance status, and program terms. Extension behavior and availability can change.

Or skip the browser setup

If you need a repeatable screenshot or PDF instead of a manually saved local page, ScreenshotNeo provides a website screenshot API and MCP server. It captures a URL with one request and can return PNG, JPEG, WebP, or PDF. See the ScreenshotNeo documentation for all options.

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
import requests
r = requests.get("https://api.screenshotneo.com/v1/shot", params={"access_key": "YOUR_API_KEY", "url": "https://stripe.com"}, timeout=90)
open("shot.webp", "wb").write(r.content)
const q = new URLSearchParams({ access_key: 'YOUR_API_KEY', url: 'https://stripe.com' });
const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);

Cookie banners, newsletter popups, and chat widgets are removed before the shot. Bot checks, blank pages, timeouts, failed loads, and cache hits cost nothing, and response headers identify the page verdict and billing status. Its MCP server lets Claude, Cursor, and other MCP clients call take_screenshot, get_page_info, and capture_pdf. The free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000 shots.

Troubleshooting

The saved page is blank or incomplete

Check that the page finished loading before saving. A client-rendered app may still be fetching data, or its content may require a live API. Wait for the main content, reload while online, and save again. If the page depends on login state, confirm that the required session is active.

Images or styles are missing

Keep the companion resource folder beside the HTML file. Moving only the HTML file breaks relative paths. Resources blocked by a consent prompt, authentication, mixed-content policy, or a failed request may not be present in the saved copy.

The page opens but buttons do nothing

Buttons that submit forms, call an API, load a feed, or open a remote service need network access. A local snapshot can preserve appearance without preserving server behavior.

The Android page is not in Downloads

Confirm that the download completed while online, then open Chrome’s three-dot menu and choose Downloads. Check device storage and Chrome’s app permissions if the item still does not appear.

The MHTML file will not open

Open it from the file system in Chrome’s main frame. Chrome documents this restriction for security reasons. Do not expect an embedded frame or another browser to provide identical behavior.

The saved copy is outdated

Delete the old file and save the page again while online. Offline files do not update themselves. For repeatable captures, automate requests and store a timestamp with each output.

Performance, reliability, and storage notes

  • Save after load: waiting for visible content reduces partial captures, especially on JavaScript-heavy pages.
  • Keep related files together: HTML plus assets generally uses more storage than MHTML but can be easier to inspect and edit.
  • Verify offline: disconnect before delivery or travel and open representative pages, images, and links.
  • Expect variance: ad slots, personalized content, expiring sessions, and third-party scripts can change between saves.
  • Plan storage: a large resource folder or a set of MHTML files can consume substantially more space than the visible text suggests.
  • For automation: record HTTP status, output type, URL, capture time, and failure reason so a later retry is possible.

FAQ

Do I need internet access to save a Chrome page?

Yes. Google’s Chrome Help instructions say you must be online to save a page. You can then open the saved copy offline.

Does Save page as… download every page on a website?

No. It saves the page currently open in the tab. It does not document a full-domain crawl.

Is Reading list the same as an offline download?

No. Reading list organizes pages for later reading; Chrome separately documents the Save page as… and Download workflows for creating offline copies.

Can an offline copy preserve my login?

Do not assume it will. Authentication, cookies, API requests, and account actions commonly depend on the live site.

Which format should I choose?

Use Chrome’s ordinary save for a quick page copy, MHTML when a single archive file is useful, and a carefully reviewed extension or capture service when you need broader resource collection or repeatable automation.
