How to Fix PDF Viewer Not Working in Chrome
Make Chrome open PDFs again. Check PDF settings, downloads, policies and Android limits with this step-by-step troubleshooting guide.
Chrome can either open a PDF in its built-in viewer or download it. If PDFs keep downloading, open chrome://settings/content/pdfDocuments and select Open PDFs in Chrome. Google also lists this control under Settings → Privacy and security → Site Settings → Additional content settings → PDF documents. Google’s PDF settings guide documents both choices.
Fix the PDF viewer in Chrome
- Open a new Chrome tab and enter
chrome://settings/content/pdfDocuments. - Select Open PDFs in Chrome.
- Open the PDF link again.
- If Chrome still downloads the file, continue with the checks below.
The other option, Download PDFs, intentionally saves files so they open in another application. A download in that mode is expected behavior, not proof that the viewer is broken.
Find a PDF Chrome downloaded
Open Chrome’s Downloads page with Ctrl+J on Windows or Linux, or ⌘+Shift+J on macOS. You can also open chrome://downloads and select Show in folder.
Google documents these default download locations:

Check whether Chrome is managed
On a work, school or otherwise managed browser, an administrator can set the PDF behavior for everyone. Chrome Enterprise policy supports opening PDFs in Chrome or downloading them for the system default application. If the setting is locked, changing it in your personal preferences may not change the effective behavior.
Ask your administrator whether a PDF policy is applied, or open chrome://policy to see policies reported by the browser. Do not remove management software from a managed device just to change this preference. The administrator documentation is available in Chrome Enterprise and Education Help.
Check the platform and browsing mode
Desktop Chrome
Use the PDF documents setting described above. If Open PDFs in Chrome is selected, test with a second PDF from a different site to determine whether the behavior affects all files or only one.
Android Chrome
Google’s current Android help says Chrome PDF features require Android 12 or later. On older Android versions, the in-browser PDF behavior described for newer releases may not be available.
Android Incognito
Chrome cannot open PDFs in an Incognito tab on Android. Google says it prompts you to download the file instead. Use a regular tab when you need the PDF to open in Chrome, or open the downloaded file with your device’s PDF application. See Google’s Android PDF help.
Diagnose a viewer failure precisely
When the setting, download location and platform do not explain the result, narrow the symptom before changing anything else:
- Test another PDF. If another file opens, the problem is specific to the original file or website.
- Test another website. If PDFs from one site fail while others work, record that site’s URL and the exact response behavior for its administrator.
- Record the action Chrome takes. Note whether it opens a tab, downloads immediately, shows a blank viewer, or displays an error.
- Record the context. Include desktop or Android, normal or Incognito mode, and whether the browser is managed.

Google says that when a scanned PDF is opened in Chrome, Chrome can convert it on-device to searchable and selectable text using optical character recognition. Google states that this conversion does not send the document to Google or third parties. This feature concerns text selection and search inside a PDF; it does not change whether Chrome is configured to open or download the file. The Chrome download documentation describes this behavior.

- Do not infer a universal cause. A blank page or a site-specific failure needs file and site-level investigation because the cited Google pages do not assign one root cause.
