How to Take a Full-Page Screenshot of a Government Website in Chrome

Capture a government webpage’s full rendered appearance with Chrome DevTools, save it as a PDF, and learn what a screenshot can—and cannot—preserve.

To capture a government website’s entire rendered page in desktop Chrome, open the page, open DevTools, switch on Device Mode, then choose More options → Capture a full size screenshot. Chrome downloads an image that includes content beyond the visible viewport. Open the file afterward and check that the sections you need appear in it.

This captures how the page looked in Chrome at that moment. It does not by itself establish that the image is an official agency record or preserve every interaction or underlying data. For formal records or legal and administrative use, check the agency’s instructions and use its official document or records process when provided.

Capture the full page in Chrome

  1. Open the government webpage you want to capture in desktop Chrome. Wait for the content you need to finish loading.
  2. Open DevTools: press Ctrl+Shift+I on Windows or Linux, or Command+Option+I on Mac.
  3. Turn on Device Mode by selecting the phone-and-tablet icon in DevTools, or press Ctrl+Shift+M on Windows or Linux, or Command+Shift+M on Mac.
  4. Open the Device Mode More options menu and choose Capture a full size screenshot.
  5. Find the downloaded image and inspect it. Confirm that the intended page sections and any important content are visible in the captured result.

Capture only one element

  • Long pages: Use the full-size command rather than a normal viewport screenshot; the latter only shows the visible area.
