How to Save a Webpage as PDF from DigiLocker in India

Save a DigiLocker page as a browser PDF, or download the actual issued document when that is what you need. Learn the difference and avoid common print problems.

To save the DigiLocker webpage currently open in your browser, use the browser’s Print command and choose Save as PDF or the equivalent PDF destination if your browser offers it. If you need the actual document fetched from an issuer, retrieve it from DigiLocker’s Issued section and use its download control when available. Those are different files: a browser PDF captures a rendered page; an issued-document download is the issuer-provided digital record. DigiLocker describes registering, verifying, fetching, and sharing documents as parts of its service. [c001] [c002] [c005]

1. Choose the right kind of PDF or document

Before saving, check what the person or organization asking for the file needs. A page printout is useful for keeping a view of instructions or other webpage content. It should not be presented as the issuer’s document.

Your goal Use this workflow What you keep
Keep a copy of the DigiLocker page or its instructions Browser Print → PDF destination A PDF rendition of the page as it prints
Keep or submit the actual fetched record DigiLocker → Issued → open the record → download, if available The issuer-provided digital document

DigiLocker distinguishes documents fetched from an issuer (“issued documents”) from files a user uploads. Its FAQ says a fetched document URI is retained in the account’s Issued section for later use. If you are asked for an official record, start with that issued record rather than printing the surrounding webpage. [c005]

2. Save the currently open DigiLocker webpage as a PDF

  1. Open the relevant DigiLocker page in your browser and wait until the content you need is visible.
  2. Open the browser’s Print command. You can usually find it in the browser menu; keyboard shortcuts vary by browser and operating system.
  3. In the printer or destination choices, select Save as PDF or the PDF destination offered by your device.
  4. Review the print preview. Check the page range and that the required text appears. Web layouts can reflow when printed.
  5. Save the file somewhere you can find it, then reopen the PDF and confirm that the relevant content is present.

This is the general browser print-to-PDF workflow. The exact labels and available destinations vary by browser and computer. Chrome Help documents downloading PDF files and saving webpages through browser controls; it does not establish a DigiLocker-specific print path. The browser’s separate “Save page as” command saves a webpage and should not be described as creating a PDF. [c002]

What to check in the preview

  • Page range: Include all pages containing the material you need.
  • Missing content: Scroll through the page first and wait for the content you need to appear. Some page content may not print as expected.
  • Layout: Look for clipped text, unexpected page breaks, or blank pages before saving.
  • Correct file: If the required item is an issued certificate or other record, confirm that you have downloaded that record—not just a printout of the page around it.

3. Download an issued DigiLocker document

  1. Sign in to DigiLocker.
  2. Find the issuer and document type. Fetch the document if it is not already in your account.
  3. Open the Issued section and select the fetched record.
  4. Use the document’s download control if one is available for that record. Keep the downloaded file as the issuer’s document.

DigiLocker’s official homepage describes fetching documents, and its FAQ explains that issued documents come from government agencies and that a fetched document URI is saved in the Issued section. The available controls may vary by document and by the current service interface. If a record or download control is missing, use DigiLocker Support rather than a third-party converter. DigiLocker’s Terms of Use state that documents issued or shared through DigiLocker are legally equivalent to physical originals under the cited 2016 rules. That statement applies to issued or shared DigiLocker documents; it should not be extended to a browser printout or a file uploaded by a user. Follow the receiving organization’s instructions about which file or format to submit. DigiLocker’s terms also state that NeGD does not charge for access to issued documents. [c004]

4. Saving from a phone

On a phone, look for the browser’s Print, share, or print-preview option and choose a PDF destination if the device offers one. Menu names and availability depend on the browser and operating system, so there is no single phone workflow to promise for every device. If you do not see a PDF destination, use a computer browser for a page printout or retrieve the actual document through DigiLocker’s Issued section. Do not assume the DigiLocker app can export any arbitrary page as a PDF.

5. Or skip the browser setup

If you need a screenshot of a webpage for documentation or review, ScreenshotNeo is a website screenshot API and MCP server. Its API captures an image or PDF from one GET request. See the ScreenshotNeo API documentation for the options and parameters.

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://www.digilocker.gov.in/ -o shot.webp
import requests

r = requests.get(
    "https://api.screenshotneo.com/v1/shot",
    params={"access_key": "YOUR_API_KEY", "url": "https://www.digilocker.gov.in/"},
    timeout=90,
)
open("shot.webp", "wb").write(r.content)
const q = new URLSearchParams({
  access_key: 'YOUR_API_KEY',
  url: 'https://www.digilocker.gov.in/'
});
const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);
if (!res.ok) throw new Error(`Screenshot request failed: ${res.status}`);
await Bun.write('shot.webp', res);

Replace the example URL with the public page you want to capture. An API screenshot is a page capture; it does not fetch an issuer’s document from your DigiLocker account or replace the official issued-document download. Use the issued-document workflow above when you need that record.

  • Cookie banners, newsletter popups, and chat widgets are removed before the shot; each cleanup step can be turned off.
  • Bot checks, blank pages, timeouts, failed loads, and cache hits are not billed. The response headers identify the page verdict and billing status.
  • An MCP server provides take_screenshot, get_page_info, and capture_pdf tools for Claude, Cursor, and other MCP clients.
  • The free plan includes 1,000 screenshots a month with no card. Paid plans start at $5 for 3,000 screenshots.

6. Troubleshooting

Problem Likely cause What to do
You do not see “Save as PDF” The browser or device exposes the PDF destination under a different label, or does not offer it in that print flow. Check the available printer/destination list. Try a computer browser if the phone has no PDF destination.
The PDF is blank or missing content The content may not have appeared before printing, or may not be included in the print layout. Return to the page, wait for the required content to appear, then reopen Print and inspect the preview before saving.
Text is clipped or pages break awkwardly The browser’s print layout differs from the on-screen page. Review the preview and page range. If the important material does not appear correctly, use the issuer’s document download when that is what you need.
You saved a webpage file instead of a PDF You used a webpage-saving command rather than the browser’s Print command. Use Print and select a PDF destination. Chrome Help treats webpage saving and PDF downloading as separate browser tasks. [c002]
The issued document is not in the Issued section The record may not have been fetched into the account, or the issuer/document may not be available through the current flow. Check the issuer and document type, fetch it if offered, and consult DigiLocker Support if it remains unavailable. [c005] [c006]
The document has no download control Controls can differ by document and current interface. Do not substitute a webpage printout and call it the issuer record. Contact DigiLocker Support for help. [c006]

7. Reliability, privacy, and cost notes

  • Check the saved result: A successful save only confirms that a file was created. Reopen it and verify the pages and content you need.
  • Keep the source distinction: A printed webpage is a rendering of page content. An issued document is fetched from its issuer. Preserve the issued file if that is what the receiving organization requests.
  • Use the official account flow for records: DigiLocker’s terms say NeGD does not charge for access to issued documents. Avoid sending account credentials or sensitive records to an unrelated converter. [c004]
  • Follow submission requirements: Legal equivalence stated in DigiLocker’s terms does not guarantee that every recipient accepts every printout or format. Follow the recipient’s instructions. [c004]
  • Screenshot API costs: ScreenshotNeo’s listed plans are free for 1,000 shots per month, then Starter $5 for 3,000, Growth $15 for 15,000, Pro $39 for 60,000, Scale $99 for 250,000, and Business $249 for 1,000,000. Yearly billing gives two months free; all features are on every plan. These plans apply to ScreenshotNeo screenshots, not access to DigiLocker issued documents.

8. Frequently asked questions

Is printing a DigiLocker page the same as downloading my document?

No. Printing saves a PDF rendition of the webpage. Downloading from the Issued section saves the fetched issuer document when a download control is available.

Does a webpage PDF have the same status as an issued DigiLocker document?

DigiLocker’s terms describe issued or shared documents as legally equivalent to physical originals under the cited rules. They do not extend that statement to a browser printout. [c004]

Can I submit a browser printout instead of the actual record?

Use the file type requested by the receiving organization. If it asks for the issued record, download that record from the Issued section rather than printing the page around it.

What if I cannot fetch or download the record?

Check DigiLocker’s current help portal for support and query submission. The listed support contact includes helpdesk@negd.in. [c006]

Does ScreenshotNeo download a document from my DigiLocker account?

No. ScreenshotNeo captures a webpage through its screenshot API. It does not replace signing in to DigiLocker and downloading an issued document.
