How to Save a Full-Page Screenshot of an Indian Government Website as PDF

Save a government webpage as a paginated PDF or preserve its full-page appearance. Choose the right method, check the result, and keep a useful record.

To save a readable, paginated PDF, open the exact Indian government webpage in a desktop browser, open Print (Ctrl+P on Windows or Command+P on macOS in Edge), choose the browser’s PDF destination, inspect the preview, and save. If you need a visual record of the page as it looked on screen, capture a full-page screenshot instead and convert that image to PDF; a print-to-PDF file and a screenshot PDF are different results.

Use the page’s exact URL and record the capture date. A gov.in or nic.in address is a useful official-status indicator, but it does not by itself establish that every page is current or accurate. The Guidelines for Indian Government Websites say page content should print correctly on A4, but that is a design requirement, not a guarantee for every page. See the GIGW guidelines.

1. Choose the kind of PDF you need

Method Best for What to expect
Browser Print → Save to PDF Reading, sharing, printing, and retaining text A paginated print representation. Layout, navigation, and some interactive content may differ from the screen.
Full-page screenshot → image-to-PDF Preserving visual appearance or a long page as one image A visual capture. Text may not be selectable or searchable unless OCR is applied, and a very tall image can be cumbersome.

For a normal document-style record, start with Print. For a visual record, use screenshot capture. If the page has important text, verify that it remains selectable in the resulting PDF; a screenshot alone does not provide accessible text.

2. Save the webpage as a paginated PDF

  1. Open the precise page you need, not only the portal’s home page. Check the page title and address bar.
  2. Open the browser’s Print dialog. In Edge, use Ctrl+P on Windows or Command+P on macOS. Firefox’s print workflow also provides a Save to PDF destination.
  3. Choose the PDF destination, then inspect the preview from beginning to end.
  4. Adjust paper size, orientation, scale, and margins to fit the content. Use portrait for ordinary text and try landscape for wide tables. Prefer a legible scale over squeezing everything onto one page.
  5. Turn on background graphics only when they carry meaningful information or the preview otherwise omits important visual content. Headers and footers can add a date or page numbers; retain the exact URL and capture date in a filename or accompanying note as well.
  6. Save the file with a descriptive name, such as ministry-scheme-guidelines-2026-10-04.pdf.
  7. Reopen the saved PDF and check the first, a middle, and the final page. Confirm important text, tables, links, charts, and attachments are present.

Firefox documents controls for destination, orientation, page range, colour, paper size, scale, margins, headers and footers, and print backgrounds in its printing guide. Edge documents print preview, headers and footers, and background graphics in its printing guide. Browser dialog labels can vary by version and operating system.

3. Capture the full page as an image, then make a PDF

Use this route when the visual appearance matters more than print pagination. Browser screenshot controls vary by browser and platform, and the available research does not establish current step-by-step instructions across browsers or mobile devices. Use a browser’s supported full-page capture feature or a capture tool that can render the whole page, then convert the resulting PNG, JPEG, or WebP image to PDF using a local image or PDF utility.

  1. Open the exact page and note its URL and capture date.
  2. Wait for important content to load. Long pages may load images or sections only as you scroll; check that the capture includes them.
  3. Capture the full page, not just the visible viewport. If a selector-based or automated capture is used, make sure the selected area covers the content you need.
  4. Convert the image to PDF. Choose page dimensions and scaling that keep text legible; a single extremely tall image may be split or shrunk by the converter.
  5. Open the PDF and inspect its top, middle, and bottom. If it will be used with assistive technology or needs searchable text, check text selection and reading order, and apply OCR when appropriate.

Use a screenshot PDF as a visual record, not as a substitute for a searchable document. Government accessibility guidance discusses OCR for scanned PDFs and accessible content practices; see GIGW accessibility guidance.

4. Or skip the browser setup

ScreenshotNeo is a website screenshot API and MCP server. Its API can return a full-page image; you can then convert that image to PDF if you need a screenshot-based PDF. One GET request is enough to capture a URL. See the ScreenshotNeo API documentation for parameters and options.

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://www.india.gov.in -o government-page.webp
import requests

r = requests.get(
    "https://api.screenshotneo.com/v1/shot",
    params={"access_key": "YOUR_API_KEY", "url": "https://www.india.gov.in"},
    timeout=90,
)
r.raise_for_status()
open("government-page.webp", "wb").write(r.content)
const q = new URLSearchParams({
  access_key: 'YOUR_API_KEY',
  url: 'https://www.india.gov.in'
});
const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);
if (!res.ok) throw new Error(`Screenshot request failed: ${res.status}`);
await import('node:fs/promises').then(async fs => {
  await fs.writeFile('government-page.webp', Buffer.from(await res.arrayBuffer()));
});

Keep your access key private. The returned image is not itself a PDF; convert it if PDF delivery is required. ScreenshotNeo accepts cookie or consent banners like a visitor and removes more than 60 known consent platforms, newsletter popups, and chat widgets before capture; each step can be turned off. Bot checks or CAPTCHAs, blank pages, timeouts, failed loads, and cache hits cost nothing, and response headers report the page verdict and billing status. An MCP server provides take_screenshot, get_page_info, and capture_pdf tools for Claude, Cursor, and other MCP clients. The free plan includes 1,000 screenshots monthly with no card; paid plans start at $5 for 3,000 shots. Every feature is available on every plan.

5. Checks for an Indian government page

  • Verify the address. Keep the exact URL with the file. GIGW identifies gov.in and nic.in domains as restricted to government websites and as strong authenticity indicators; treat that as an indicator, not a guarantee of page accuracy or freshness.
  • Keep capture context. Include the organisation or page topic and date in the filename, or add a note alongside the PDF. A saved copy may not reflect later changes to the live page.
  • Check linked materials separately. A webpage PDF may not include linked circulars, forms, or attachments. Open and save any records you need individually.
  • Check accessibility. Print-to-PDF output is not automatically accessible. Verify selectable text and reading order if people will use assistive technology. A screenshot-based PDF generally needs OCR to make image text searchable.

6. Troubleshooting

Problem Likely cause What to try
Table or text is clipped Paper size, orientation, scale, or margins do not fit Try landscape for wide content, reduce margins, or adjust scale while checking legibility in preview.
PDF has blank areas or missing sections Content did not load, is interactive, or is excluded by print styling Wait for the page to finish loading, inspect the live page, and try enabling background graphics if relevant. For visual fidelity, use a full-page screenshot and inspect its full length.
Colours or diagrams disappear Print backgrounds are disabled Enable background graphics if those details convey information, then review the output.
Only the visible screen was captured The capture method took a viewport screenshot rather than a full-page one Choose a supported full-page capture mode and verify the bottom of the output.
Screenshot PDF text cannot be selected The PDF contains an image rather than text Use browser print-to-PDF for text-oriented output or apply OCR to the scanned/image PDF, then check the recognized text.
PDF looks different from the webpage Web pages can use separate print layouts Inspect print preview, adjust settings, or use a full-page screenshot when visual appearance is the goal. Mozilla notes that pages may be set up to appear differently on paper than on screen in its Firefox printing guidance.

7. Performance, reliability, and file size

Print-to-PDF is usually the simplest route for a readable multi-page document, but the result depends on the page’s print layout and the browser’s rendering. Full-page capture must render a longer surface and can be affected by content that appears only after scrolling or interaction. Large images and long pages can create large image-based PDFs; use appropriate image quality and page scaling, then check legibility. For records that matter, retain the original URL and date and verify the saved file rather than assuming a successful save means a complete capture.

There is no single best method for every purpose: choose based on visual fidelity, pagination, searchable text and accessibility, dynamic content, and how easily you can verify the page address and capture date.

Frequently asked questions

Does a PDF prove what the government page said on a particular date?

It preserves a local copy, but this workflow does not establish legal evidentiary status. Retain the URL and date and follow any formal record-preservation requirements that apply to your use.

Will every government webpage fit on A4?

No. GIGW’s A4 printing checkpoint is a website design requirement; an individual page can still have clipped or awkward content. Inspect the preview and the saved PDF.

Which method makes text searchable?

Browser print-to-PDF often retains webpage text, but verify the actual file. A screenshot embedded in a PDF is image content and needs OCR for searchable text.

Should I save linked forms and circulars too?

Yes, if they are part of the record you need. Saving the page itself does not necessarily save its linked files.
