Why Scrolling Does Not Work on Windows and How to Fix It

Short answer: scrolling usually fails because Windows is receiving no wheel or touchpad gesture input, the device is disconnected or out of power, the scroll setting is wrong, or the mouse/touchpad driver is missing or outdated. Identify whether you use an external mouse or a laptop touchpad, then follow the matching checks below.

1. Identify what is failing

  1. External mouse: Does the pointer move? Does the wheel fail in every app or only one? Test a web page, File Explorer, and a document.
  2. Laptop touchpad: Does the pointer move? Does a two-finger slide fail while a USB mouse still scrolls?
  3. Only inactive windows: If scrolling works in the active window but not when you hover over another window, enable inactive-window scrolling in Mouse settings.

This split prevents you from changing a touchpad driver when the real problem is a dead mouse battery, or replacing a mouse when Windows has simply disabled a setting.

2. Check Windows mouse settings

After changing a setting, test in two unrelated applications. If only one app still fails, the app may intercept wheel events; update or reset that app rather than changing every Windows setting.

3. Fix an external mouse

USB mouse

  1. Unplug the mouse and reconnect it firmly.
  2. Try a different USB port, preferably directly on the computer instead of through a hub or dock.
  3. Inspect the cable for cuts or a loose connector.
  4. Clean dust or hair from the sensor and wheel. Use a dry, non-abrasive method and do not spray liquid into the mouse.
  5. Restart Windows and test again.

Wireless mouse

  1. Replace or recharge the batteries and confirm the power switch is on.
  2. For a USB receiver, unplug it briefly, reconnect it directly to another USB port, and keep it close to the mouse.
  3. If the mouse has a reset or pairing button, use it and pair again according to its hardware instructions.
  4. For Bluetooth, open Windows Bluetooth settings, remove the mouse, then pair it again. Run Windows Bluetooth troubleshooting if the device repeatedly disconnects.

4. Fix a laptop touchpad

  1. Open Start > Settings > Bluetooth & devices > Touchpad (Windows 11) and make sure the touchpad is enabled.
  2. Look for a scrolling or gesture section and confirm two-finger scrolling is enabled. OEM utilities can add a second enable/disable switch, so check the laptop manufacturer’s touchpad app if Windows shows no gesture controls.
  3. Disconnect an external mouse temporarily if your laptop has a setting that disables the touchpad while a mouse is connected.
  4. Install pending Windows updates, restart, and test again.

Disable browser extensions temporarily, test a private window, and check whether the page itself captures the wheel for a custom control. If other apps scroll normally, repair or update the browser instead of reinstalling the mouse driver.

Two-finger scrolling disappeared after an update

Recheck Touchpad settings and Device Manager. Roll back or reinstall the touchpad driver supplied by the laptop maker if the current driver removed gesture support.

The wheel is reversed
